The Food Service Specialist is responsible for planning, coordinating and directing food service functions for the City's senior centers and Meals-on-Wheels program, including overseeing daily food preparation, innovative menu planning, monitoring food quality, cost effective pricing strategies, purchasing supplies, and supervision of part-time kitchen staff.
The incumbent of this position is expected to function with a high level of independence and exercise good judgment and initiative in achieving efficient, cost effective, and customer-responsive delivery of food services to the senior citizens served. The Food Services Specialist works with a wide range of individuals including volunteers, staff, vendors, city and county personnel, non-profit agencies and local business representatives as such the position requires an individual who is a strong communicator with a flair for customer service.
Essential Duties and Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Directs daily food preparation operations, including meal
preparation for special events and State or Federal programs.
Determines adequate food quantities in response to customer needs,
responsible for plating food and may personally cook and prepare
food.
Coordinates kitchen use with outside caterers.
Supervises, hires, trains, and evaluates cooks, catering personnel,
servers and kitchen assistants. Schedules kitchen staff for events.
Prepares general staffing plan; schedules staff for day-to-day
operations and special events.
Creates and prepares innovative, nutritious and customer-responsive
menus including a variety of ethnic foods, diets and price ranges.
Administers the annual participant survey process, evaluates customer
satisfaction with meal program/quality, and develops special menus in
response to customer needs. Coordinates nutritional content with
dietitian(s).
Inspects food preparation areas. Ensures food storage, handling, and
preparation complies with applicable health and safety standards.
Monitors food temperatures for both congregate and home delivered
meals.
Develops food-serving systems, techniques and procedures.
Establishes and ensures sanitation practices are observed and directs
kitchen clean-up. Supervises food serving activities, and monitors
compliance with standards. Establishes and maintains effective
relationships with vendors and outside caterers.
Utilizes and monitors use of commercial kitchen equipment. Develops
effective and safe procedures for equipment use. Evaluates equipment
needs and recommends purchases.
Performs cost analyzes on food prices, quantities served and cost
per meal for participation in state or federal food programs.
Prepares and administers program budget. Monitors expenditures.
Prepares for and provides reports for Nutrition contract with County
Of Orange.
Purchases and receives food and supplies.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they
are not essential parts of the purpose of this position and may also
be performed by other unit members.
Maintains a variety of records and files. Prepares related
statistical reports.
Directs inventory record keeping and monitoring.

Minimum Training and Experience Required to Perform Essential Job
Functions:
High school diploma or equivalent, with vocational/technical training
in restaurant management or related field and five years restaurant
management or food preparation experience, or any combination of
education and experience that provides equivalent knowledge, skills
and abilities.
A valid California driver’s license may be required.
Basic first aid skills are required.
