Provides leadership and direction as a member of the senior management team, responsible for the coordination of policy development and recommendations to advance the mission of the long term care restructuring project
Coordinates and manages inter- and intra-departmental projects involving in-depth analyses of public health policy, regulations, legislation and recommendations to restructure long term care including the:
Identification of policy gaps
Identification of best practices
Recommendations for alternative solutions
Recommendations for implementation strategies
Development of long term care policy briefs and reports
Presentation of findings of research, analysis, and evaluation activities;
Provides supervision to staff policy analysts and long term care specialists
Effectively collaborates with department staff to develop coherent, consistent, and effective policies and practices
Interacts with advisory council members, Department of Health staff, relevant stakeholders, and the public; attends relevant outside meetings or conferences
Public speaking
Other related duties as assigned
Minimum Qualifications:
Masters degree in public health, public administration, public policy, psychology, political science or a related field and seven years experience in public policy analysis/research and program evaluation. Three years experience supervising professional-level staff.
Preferred Qualifications:
Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following: Doctorate degree in public health, public administration, public policy, psychology, gerontology, political science, or a related field; experience with long term care or health care administration; experience in health care finance or policy analysis at the state or federal level; knowledge of public administration principles and practices; Knowledge of state government operations, including legislative and budgetary processes; knowledge of public health agencies and programs in New York state government; knowledge of state and federal laws, issues and trends affecting health care and long term care; strong skill-set in oral, written and interpersonal communication; strong skill-set in public speaking and presentations; intermediate level skill in the use of MS Word Excel, and PowerPoint.
