Community Health Clinic Ole
HUMAN RESOURCES GENERALIST/MANAGER for non-profit health care organization. Community Health Clinic Ole provides accessible, affordable, quality health care to the under-served in Napa County and is the only non-profit community health center in Napa County. Clinic Ole operates clinics in Napa, St. Helena, Calistoga, Napa Valley College, Hope Center and South Shelter in Napa.
In addition to providing comprehensive primary care, Clinic Ole offers an extensive preventive education program, including diabetes education, nutrition and dietary instruction, and a breast and cervical cancer early detection program. Clinic Ole also performs extensive outreach in the community by participating in community health fairs, providing health screenings and education at migrant farmworker camps and sending staff into the community to inform our target population about the services available to them.
Overview: The Human Resources Generalist/Manager is responsible for managing all departmental activities related to administration of human resources in a manner that assures excellent customer service and efficient operations. In addition, the Human Resources Generalist/Manager directly supervises the Human Resources Assistant position.
Essential Duties and Responsibilities:
Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
Recruits, interviews, tests, and assists hiring managers with selection of employees to fill vacant positions.
Writes and places employment advertisements and posts internal job announcements.
Plans and conducts new employee orientation to foster positive attitude toward Clinic goals.
Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
Advises management in appropriate resolution of employee relations issues.
Responds to inquiries regarding policies, procedures, and programs.
Administers performance review program to ensure effectiveness, compliance, and equity within organization.
Administers salary administration program to ensure compliance and equity within organization.
Administers benefits programs such as life, health, dental, vision, and disability insurances, retirement plans, earned time off, leave of absence, and employee assistance.
Investigates accidents and prepares reports for insurance carrier.
Participates in wage surveys within labor market to determine competitive wage rate.
Prepares budget of human resources operations.
Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
Prepares reports and recommends procedures to reduce absenteeism and turnover.
Represents organization at personnel-related hearings and investigations.
Contracts with outside suppliers to provide employee services.
Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains Clinic organizational charts and employee directory.
Evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
Performs other incidental and related duties as required and assigned.
Job Requirements:
Education: Bachelor’s degree in human resources or related field.
Experience: Three years HR experience with a minimum of two years management experience.
Certification: PHR or SPHR

Proven leadership skills.
Superior written and verbal communication skills.
Strong analytical, organizational, reasoning and problem solving skills.
Capable of focusing on short-term, immediate needs, while maintaining vision for long-term goals.
Thorough knowledge of all state and federal HR rules and regulations.
Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint), and web-based communications.
Excellent organizational skills, ability to multi-task.
English required, bi-lingual preferred.
