Description:
Direct central financial and information technology functions for the City of Seattle Office of Housing. This position is Civil Service exempt.
Qualifications:
Required Qualifications: BA in finance, public administration, or related field. Five years of progressively responsible experience in management and budget preparation. Familiarity with complex financial management and reporting systems. Knowledge of public sector accounting. Strong leadership, supervisory, matrix management, and collaboration skills. High integrity. Excellent written and verbal communication skills. Ability to work independently, manage multiple high priority projects, and consistently achieve targeted objectives. The successful candidate will be required to pass a criminal background check.
Desired Qualifications: Community Development Block Grant or other federal fund experience. Operational analysis and organizational development skills. Familiarity with City budget/financial systems. Background in management of information technology.
Primary Duties
Provide strategic leadership and hands-on management to assist the OH Director in achieving the agency workplan. Administer $43.8 million per year Office of Housing budget. Direct the preparation and negotiation of the office’s biennial budget. Establish guidelines, policies, and practices for budget development and program and funding strategies. Monitor expenditures to ensure maximum use of available resources for programs. Develop systems and structures in a rapidly changing field. Develop solutions across unit lines.
Manage four-person finance and budget unit and two-person IT unit. Supervise finance staff in providing comprehensive on-going financial information and management services to OH, including administration of the OH capital and operating funds, maintenance of departmental accounts payables and receivables, general ledger and loan servicing functions, and reconciliation of OH fund status with financial management system balance sheets and income statements. Supervise budget/finance staff in developing financial status reports to departmental management, City authorities, and grantors of funds. Advise OH Director and Deputy Director on sound financial practices and present recommendations on operational matters. Direct OH information technology functions including desktop support, programming, and database management.
