Project Summary:
The Bids and Proposals (B&P) department is involved in the entire pricing procedure any time a new project is bid with an expected total value over $100,000. For new projects valued at less than $100,000, B&P serves as a resource for final budget review to ensure accuracy and compliance with regulations. B&P staff are familiar with funder requirements and have the contacts and resources to help resolve pricing issues when they arise. Chapter 13 of AED’s Manual of Standard Policies and Procedures outlines in detail when B&P should be involved in pricing a bid, versus Contracts and/or a project’s own financial manager. A B&P cost and pricing analyst is assigned to each new project bid.
Position Summary:
The Director of Bids and Proposals will be responsible for the overall day to day management of the Bids and Proposals Department, which is a component of Development and Planning at AED. The Director will oversee three (3) B&P teams which are responsible for the complete development of complex financial proposals submitted on behalf of AED to our various clients.
Esential Job Functions:
Supervise the Senior Cost and Pricing Managers who lead three (3) AED Bids and Proposals Teams;
Provide guidance, as well as actual assistance, in the preparation of cost proposal packages (both as prime contract and subcontractor);
Negotiate with subcontractors, proposed employees, and consultants;
Work with the Senior Vice President of Development and Planning to determine overall bidding strategies, cost negotiations, and other communications or submissions as requested by AED's technical team or the client;
Oversee the general workload of the department thus ensuring all deadlines for both internal and external submissions are met;
Provide regular briefings to the Senior Vice President of Development and Planning regarding Bid Status keeping him/her fully abreast of each proposal in the process as well as those waiting decision;
Review budget submission prior to senior management review to ensure that the budget is aligned with the needs/programs/outcomes of the approach and that quality checks to ensure uniform quality and stylistics of B&P outputs have been performed; and
Ensure that the Bids and Proposal Department's policies and procedures are followed by the entire B&P staff to ensure product integrity thus ensuring products produced by B&P are in the compliance with AED, as well as the clients' standards and requirements.
Education:
Masters in one of the following or related fields: Accounting, Business, Business Administration, Economics, Finance, International Affairs, International Business and Management required.
Experience:
15 year(s) of relevant experience required
Specific Knowledge Requirements:
Experience in cost proposal development, financial analysis, and contracts negotiation services with firm(s) involved in the provision of services to U.S. Government agencies such as USAID, Department of Education, Department of Health and Human Services, and GSA; and
Experience in proposal development work with the World Bank, Asian Development Bank, or other multilateral funders is desirable.
Special Requirements:
This job will require a criminal background check.
Skills:
Strong command in a Windows environment of Excel software for spreadsheet preparation, Microsoft Word for work processing;
Excellent oral and written communication skills;
Excellent organizational skills including assessing priorities, managing a variety of activities, and working on multiple projects simultaneously;
Excellent attention to detail under tight deadlines or heavy workloads;
Ability to work independently or as a team; and
Ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
Supervisory Responsibilities:
Will supervise various members of the Bids and Proposals Department.
