Position Purpose
Provide technical and supervisory expertise required to safely monitor and operate the electric distribution and gas distribution systems during normal and emergency conditions.
Duties/Responsibilities
Supervises, at times, over 150 field personnel in the emergency response to natural gas leaks and electrical distribution outages for approximately 170,000 customers over a 1,375-square-mile area.
Utilizes the Energy Management System to continually monitor system conditions and analyze system alarms, then initiates corrective action to minimize customer outages, prevent equipment damage, and prevent escalation of system disturbances.
Directs and coordinates various facets of electric and gas operations, including critical or potentially hazardous functions, while ensuring safety of MGE personnel, equipment, and the general public at all times.
Anticipates and properly responds to changing customer electrical loading conditions and applies reactive resources to maintain proper transmission system voltages.
Issues and releases approximately 2,000 hold-out tags annually in conjunction with administering MGE's hold-out and clearance procedures to provide a safe working environment for over 55 electrical line technicians.
Responds to all reports of gas leaks including contractor damage situations involving high-pressure underground gas facilities. Coordinates restoration activities with Gas Operations personnel to execute emergency gas valving procedures.
Monitors gas system pressures, flow levels, and odorant injection rates to ensure the gas distribution system is operating within safe tolerances.
Develops, schedules, and executes electric distribution switching procedures during scheduled and emergency operations. Coordinates switching operations with field supervisors, field crews, and the American Transmission Company, LLC, as necessary.
Analyzes and assesses approximately 50,000 calls annually concerning customer service requests, and dispatches service requests to field personnel during emergency and normal conditions which generate revenue in excess of $600,000 annually.
Answers approximately 12,000 after-hours emergency customer service request calls annually, and calls in additional field personnel as required for after-hours work.
Responsible for accurately recording data associated with unusual system conditions to facilitate the creation of various forms and reports such as the Historical Reliability Performance Report required by PSC 113.
Communicates to field personnel, other MGE departments, emergency agencies such as the Dane County 911 Center, and other state and federal agencies on a daily basis.
This position has the authority and responsibility to implement various emergency response procedures such as the ATC LLC System Black Start Procedure and the Midwest Independent System Operator Load Shedding Procedure without obtaining prior approval from Service Operation Center (SOC) management. The Distribution Systems Operations Supervisor I will also implement load shedding when requested by the Energy Supply Operations Supervisor for the purposes of load balancing.
Contributes policy, procedure, and practice suggestions to management on all aspects of operations in an effort to continually improve corporate efficiency, reliability, and customer service. Strives to find ways to achieve articulated corporate and departmental goals.
Shows initiative and puts forth a diligent effort for continuing education by participating in formal off-site training programs, on-the-job training, and self-training activities concerning all aspects of the job.
Performs other work as assigned by SOC management.
Qualifications
Education and Experience
A technical degree such as electrical power engineering, electrical power distribution, natural and propane gas distribution/service, or other relevant major or equivalent work experience required.
Minimum of three years of experience in various aspects of electric systems operation and/or gas systems operation required or equivalent.
Be able to obtain and maintain North American Electric Reliability Council System Operator certification prior to providing shift coverage.
Knowledge and Skills
Good familiarity with policies, procedures, and standards needed to assist in the performance of fieldwork in the areas of Meter and Connection, Electric Transmission and Distribution, and Gas Operations.
Strong knowledge of the Company's gas and electric distribution systems and basic characteristics of gas and electricity.
Capable of working rotating shifts, being on call, and carrying a pager.
Capable of making appropriate decisions under stressful, time-constrained conditions.
Able to work for long periods of time with minimal supervision.
Capable of effectively handling multiple, simultaneous situations while keeping management informed of conditions. When workload exceeds available manpower, must be able to effectively evaluate the situation and appropriately prioritize workload. Must demonstrate composure when dealing with stressful situations.
Able to recognize when situations or conditions arise which exceed knowledge and abilities, and in such cases, seek assistance.
Good verbal and written communication skills are required.
Good human relation skills are needed to provide clear communications and to maintain proper positive relationships with field crews, customers, peers, supervisors, and internal and external agencies.
Must be computer-literate and display ability to work with all computerized systems and communication systems in the SOC.
Must be able to read and interpret gas and electric distribution maps and to understand other types of schematic diagrams.
Extensive in-house training will be provided. A large portion of the training will be on-the-job training while working with more experienced coworkers. Extensive field exposure will be critical to understand the many facets of the position. Overnight travel will be required at times to attend formalized off-site training.
