EDUCATION AND EXPERIENCE
Graduation from an accredited four-year college or university with a degree in Civil or Environmental Engineering and three years of responsible professional administrative experience in the operation of municipal water and wastewater treatment, collection and distribution systems; or an equivalent combination of experience and education with an additional four years experience substituting for the degree requirement.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of municipal public works administration operation. Ability to prepare clear and comprehensive reports. Ability to establish and maintain effective working relationships with employees, outside agencies and the general public. Knowledge of the theory and practice of modern advanced water and wastewater treatment, collection and distribution. Ability to delegate authority and to plan, organize, direct and coordinate various technical and maintenance programs. Ability to supervise the maintenance of records and to prepare clear and concise technical reports and cost estimates. Skill in counseling and assisting employees in work performance to maintain high productivity and morale. Ability to interpret and enforce environmental requirements of Federal and State regulating agencies.
JOB DUTIES
Supervises several division supervisors to ensure goals are achieved within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed. Assures that areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget request in assigned area of responsibility; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time. Assists in establishing department policies and standards. Represents the Department Director when instructed to do so.
This position requires successful completion of a City of Lawton drug screen and may require a physical examination as a condition of employment.
Requirements
SPECIAL REQUIREMENTS
Possession of a valid Oklahoma driver’s license or a valid driver’s license from state of residency. Possession of an Oklahoma Class “A” certificate in both Water and Wastewater.
